What would make a perfectly round quarter size scar 1/2 down on the top side of my husbands penis? -

He says it was from when he was circumcised, but it is no where near the circumcision site. It almost looks as if something cut the skin and left this ring or possibly someone burnt the penis with a round old fashioned car lighter except this is at least quarter size.
