Nobody is actually taking this question seriously... It has a lot to do with culture. In our society, the breasts and genetalia of males and females is considered sacred and tabu. Seeing these (and for guys instantly thinking of sex to some degree) sexually arouses you, resulting in the penis becoming erect. In females, the same thing can happen just from visually sighting either of the above listed body parts - in many cases, not so much the penis, as many find the male genatles un-attractive (many girls admit that the female body is much sexier).
