I have goosebumps looking things at the base of my penis just on the pubic hair side. They are about ten to fifteen bumps like that. Sometimes they are easily noticeable and sometimes it seems that they have disappeared. Does anyone know what they are?

It sounds like what you re describing are sebaceous glands. These are located at the base of the penis and sometimes on the testes. These glands produce the oily substance on our skin and are normal. If there was a waxy substance coming out, you may have expressed the actual gland itself. How old are you? This may have something to do with it.

Could be pimples actually. Try popping em. Then rub it on the nearest pillow just for fun.
