Are you sure that you where not born with any inter-sex conditions Do you have any facial, chest hair etc, I would see an independent doctor to ask for some advice or ask your parents about any complications when you where born It also could be a lack of testorene or too much estrogen in your body that has caused your Gynecomastia But if i where you I would get it checked out to find out what wrong with you

You are 22 and this is just now occuring to you that something might be wrong. See a psychiatrist and a MD there is more wrong than your little pecker problem
