The less surface area of skin that is exposed to the cold environment, the warmer that it will be able to keep itself. That is the same reason why the testis will rise up closer to the body when it is cold. But, like I said, it will all go back to normal once it is warm, and being in the cold a lot will not affect the growth of your genitals in any way.
