Yes, no matter if you re circumcised or not, your penis grows during puberty. The foreskin is the only difference between a circumcised penis and and a uncircumcised penis and that has no affect on the way it grows or how much it grows. Your pubic hair is constantly growing, but just not as fast as you think it should be. The reason it smells a lot sometimes is because of when your genitals sweat, the sweat gets caught in your pubic hair, then it begins to smell. If you trim it, the odor is cut down. Hope this helps.
it will grow in time just be patient the smell you are refering to is it under the foreskin?? If so this is caused by a build up of smegma (google it) just pull back the skin and give it a good cleaning because no girl/guy (if so inclined) will want to play with that if it smells.
At 14, you are still growing and your penis will very likely continue to grow proportionally more than the rest of you. Now, as to the smell, my guess is that you are not washing properly. Get an adult male to show you the proper technique for washing your penis.

Being uncut has no affect on your penis size whatsoever. You need to pull the skin back everyday in the shower and wash, to keep it clean!
Getting circumcised is not going to affect your penis size. You re not finished growing, so just try to be patient.
