Is it normal for the head of a penis to be rough? -

My friends boyfriend is 34years old. She asked me if its normal for the head of the penis to be rough around the edges. She says its not smooth like what shes accustomed to. I dont have a clue of what exactly shes talking about. I asked her if he has bumps and she says no... Its normal except the edges of his head that arent smoothe.
