while i was masturbating, i noticed a little blood coming out from the tips of my penis? is that just a scratch or is it some kind of infection?

There could be a small rip in your frenulum or the opening of your foreskin if you are intact and still have your whole penis. That can sometimes be due to a thrush infection or a tight frenulum. It could be a urinary tract infection. You should see a doctor.
