A normal foreskin is able to be fully, freely and painlessly retracted both when flaccid and after erection. If this cannot be done then you are suffering from a developmental abnormality called phimosis. During erection the normal foreskin may automatically fully retract or it may remain covering some of the glans. As the penis is inserted into the vagina the foreskin should be pushed back by the labia so that the glans is exposed whilst in the vagina. This is desirable so that the female can be directly stimulated by the wider rim of the glans and the male can have the more sensitive rim stimulated by the walls of the vagina. However, if the foreskin is in any way tight (though not necessarily phimotic) it may remain covering the glans and thus reduce the pleasure for both parties as the foreskin masks the rim of the glans and the man then virtually masturbates himself inside his foreskin without giving the female much stimulation. One of the distinct advantages of circumcision is that the glans is always exposed and thus the rim can stimulate and be stimulated without having to worry about retracting a foreskin to ensure exposure.
With a full erection, the foreskin will retract and slide back and forth a little with movement. Some guys have very long foreskins and they can slide more. I sometimes hold the skin back during intercourse so the feelings for both of us are stronger. (more friction)
